In what was a routine afternoon for the Deise, Sadhbh Hallinan guided the ball into the back of the net after 20 minutes of play, giving Sullivan's side an eight-point lead heading in at the interval.
Waterford were completely in control of their destiny heading into the game, and they played like a side that have had their shackles removed.
Brid McMaugh delivered a notable cameo from the bench, kicking three successive scores to hammer home a credible victory for the County.
The result ensures senior football in 2024 for the ladies from the South East.
Cavan drops to the intermediate level with much work to be done.
