The latest report by Daft.ie shows rents nationwide have increased by 6.7% in the third quarter of the year.
There were only 1,460 homes available to rent on November 1st, the lowest since records began in 2006.
Waterford's average rent is now €1,148, up 14% since this time last year.
Tipperary has seen a similar jump in rent over the same time period up 14.4% at €1,000 while Wexford's average rent is €1,006, up 12.3%.
Elsewhere in the South East, Kilkenny has the second-highest average rent price at €1,120, but it has only jumped 8.4%.
Carlow's price has only risen 7% and the average stands at €1,100.
