Rents rose nationwide by an average 3.9% in the second quarter of 2016.
That's according to the latest Rental Report by Daft.ie.
In relation to the South east the highest rise in rent was in Waterford at 13.3%.
There was a; 9.8% in Kilkenny, 7.8% in Wexford, 7.3% in Carlow, and 5.2% in Tipperary.
Economist at Trinity College Dublin and author of The Daft.ie Report Ronan Lyons says, "over the last few years, starting in Dublin then spreading around the country, we've seen a bigger and bigger shortage of accomodation in the rental market.
If you at Munster as a whole - outside of the big cities - 2 years ago there were over 1,000 properties available to rent at this time of year - now there are less than 500.
It's a similar picture if you look just in the south east of Leinster, there used to be more than 400 now there are less than 200."
