Pay As You Go customers are not included in the energy moratorium.
Solidarity People Before Profit called on the government to extend the moratorium to pay-as-you-customers this winter.
The vast majority of households will not have their electricity disconnected between December 1st and February 28th, while vulnerable households have an energy guarantee from October to March.
Tánaiste Leo Varadkar says ideally everyone would be included in the moratorium but that it would be difficult to include Pay as You Go customers.
Responding to leaders questions he said: "I think it is difficult to know how you would apply that in the case of Pay As You Go customers just because of the nature of how Pay As You Go works.
"But the government can help and the government wants to help in these scenarios.
"How can we help?
"As you know, there will be a fuel allowance cash payment that people in receipt of the fuel allowance will receive in a couple of weeks."
