One in every 42 people in one area of Co Waterford tested positive for Covid-19 in the space of two weeks.
The Portlaw-Kilmacthomas region has the highest rate in the country.
On Monday, the country's 14-day incidence rate was 1,355 cases per 100,000 people.
But four local electoral areas have rates of over 2,000.
Portlaw-Kilmacthomas is the highest, at 2,401.
The next highest is Mullingar in Co Westmeath, at 2,315.
Two areas in Dublin also have rates of over 2,000 - they are Donaghmede and Blanchardstown-Mulhuddart.
The area with the lowest incidence rate in Ireland is Manorhamilton in Co Leitrim, at 388.
