Minsters are calling for a 'lead-in period' for a number of days before tougher Level 4+ or Level 5 COVID restrictions come into force.
Some TDs are calling on the move in order to allow businesses to make plans regarding remote working, staff lay-offs and online trading.
Travel limits are also to be discussed with people potentially being limited to going no further than 5 or 10 kilometres from their homes.
Schools are set to stay open but most non-essential retail will close under new restrictions to be announced tonight.
The cabinet sub-committee has been meeting ahead of a full cabinet meeting at 4 pm.
Green Party leader Eamon Ryan has said he hopes the plan confirmed today will set out a clear endpoint to the restrictions:
"The Tánaiste put it right the other day, you need a series of indicators, not just one.. it'll be up to cabinet to decide issues like that."
Meanwhile, Sinn Féin's Eoin O'Broin says they think the government should have made a call by now:
"While the government should take as much time as it needs to assess the information in front of them... I don't see why they couldn't have made the decisions [if they] had a cabinet meeting during the weekend."
He continued: "The most important thing is whatever restrictions that are announced that all of the accompanying supports are provided."
