Funding for any new potential greenways must be put on hold.
That's according to the Irish Farmers Association Environment Committee Chairman Thomas Cooney, who says not all greenways have run as smoothly as Waterford's.
He says there needs to be more engagement with land owning farmers at planning stage, and says a code of practice should be published before any new greenways are planned.
Mr. Cooney also said there should be more consultation with farmers whose land lies on greenway routes, and that funding for any potential greenways must be put on hold.
He says there should be more engagement with land owning farmers:
"If it was done around the country as well as it was in Waterford, there would be no problems, but it has been haphazard in other places.
"What we want is proper consultation with farmers and land owners, particularly before route selection phase.
"No farmers are opposed to greenways, most are quite happy to facilitate them but they don't want their land split up.
"We would like to see the use of more public roads where possible."
