The Government is considering a cut in the 3,000 euro registration fee for third-level colleges and universities.
Official figures show it would cost over €80,000,000 to cut the fee by €1,000 for students.
The Irish Times reports Ministers are also examining reforms to the SUSI scheme as part of a 350 to 400 million euro package.
Following the UK's exit from the EU, Ireland now has the highest third-level charges in Europe.
