The EU has agreed sanctions against 27 people and what it calls entities in Russia.
It follows the Kremlin's decision to recognise two parts of Ukraine as independent states.

The upper house of Russia's parliament has also given President Putin the backing to deploy forces abroad - with Moscow sending what it calls "peace-keeping troops" into Ukraine.
