There's problems with the HAP scheme according to Carlow, Kilkenny TD Jennifer Murnane O'Connor.
The Fianna Fail Deputy says Carlow doesn't have any affordable housing through local authorities, but the recent Housing For All plan should fix the issue.
The Housing Assistance Payment is a form of social housing support for people who have a long-term housing need.
Deputy Murnane O'Connor says concerns are there, and they need to be addressed;
"I have concerns and one of them is to do with HAP applying to go on the local austerity housing list, I've said before that Carlow's HAP ceiling is too low.
Secondly, the Simon Communities are saying that HAP isn't the answer to our problems and I do agree with that in the sense that we are now looking at affordable housing through all local authorities because Carlow don't have any and we need to address these issues as soon as possible."
