13:00: Minister Pascal Donohue says that Budget 2020 is one without precedent, one in the shadow of Brexit and climate change.
13:01: Budget 2020 was prepared with the assumption of a no-deal Brexit.
13:10: O'Donohue says that a no-deal Brexit would slow the Irish economy.
13:11: A €1.2 billion Brexit response package is to be created to "Brexit-proof" Ireland. This excludes EU funding. €220 million of this will be available in 2020 in the event of a no-deal scenario.
13:17: €65 million to be introduced to help jobseekers.
13:18: €45 million to allow for people to transition to new jobs in the event of a no-deal Brexit.
13:24: Paschal Donohoe confirms tax measures will raise €300m
13:27: Carbon tax to increase by €6 per tonne. Carbon tax will apply to auto fuels from tonight but other fuels will be delayed until May 2020 after winter heating season. That will add 2c to the price of a litre of petrol or diesel.

13:29: €20m for a new energy efficiency scheme targeted initially at social housing a further €5 million will be allocated for peatland rehabilitation with another €6 million for the just transition fund.
13:30: The 1% diesel surcharge will be replaced by a nitrogen oxide emissions-based charge. It will apply to all new cars registered from 1st Jan 2020.
13:31: Diesel rebate scheme for hauliers to compensate for fuel cost increases.
13:36: Midlands investment will support 400 environmentally sustainable jobs with 100 more through peatlands rehabilitation.
13:37: Increase in the qualifying production cap for microbreweries from 40,000 to 50,000 hectolitres.
13:41: €9 million for sustainable mobility projects like greenways and urban cycling projects.
13:43: €3 million for electric car infrastructure, number of local authority on-street charge points set to double. Roll out of fast charging points at taxi ranks.
13:44: Extra €20 million for homeless services.
13:44: €1.1 billion to support the construction of 11,000 social houses in 2020
13:47: €130 million for urban regeneration fund
13:48: Help to Buy Scheme extended as is until 2021
13:49: Stamp duty on commercial properties is to go up 1.5% tonight.
13:50: Drug Payment Scheme being reduced €10 a month.
13:52: Prescription charges to be reduced by 50c
13:57: Cigarettes up 50c a pack

13:58: Change in bands for over 70s so 56,000 more people get medical cards
13:59: Free GP care for under 8s & free dental care for under 6s.
14:00: 1,000+ therapists, nurses and other healthcare workers to be recruited.
14:01: 150 new teaching posts and 1.9 billion investment in special education along with 400 teaching posts to support those with special educational needs and 1,000 SNAs.
14:02: Extra €54 million for early learning and childcare.
14:03: 700 new Garda recruits with extra garda budget of 81 million.
14:04: Increase in Home Carer Credit of 100 euro to bring it to €1600.
14:05: One Parent Family Payment going up by €15 and 10 euro for working family payment.
14:07: Increase in Qualified Child Payment by a further €3 for over 12s and €2 for under 12s.
14:10: Fuel allowance increasing by €2 a week.
