Almost a third of the radiography posts in University Hospital Waterford are vacant.
Responding to a question from Waterford Sinn Fein TD David Cullinane UHW general manager Richard Dooley said that of a full staff complement of 37 - 11 and a half positions are currently unfilled.
David Cullinane says a review has recommended that the hospital actually needs more.
"The current staff compliment of 37.2, the HSE admit is not enough to meet capacity.
So infact, it says what we need is a compliment of 43.5.
So that's what we need to be able to manage a service and make sure all routine and non-routine x-rays are done and done properly and done in time.
At the moment yes, there is only 37.2 because they can't fill positions or can't recruit but worse than that, of the 37.2 full time posts which are in place, 11 and a half of those are vacant and have been vacant for some time."
