Some would-be tenants are being charged a fee to apply for accommodation.
According to the Irish Independent, real estate agent Greystar is charging people €45 to apply for two of its complexes.
Anyone looking to rent an apartment in Griffith Wood or Quayside Quarter in Dublin must pay the fee in order to be considered.
Mick Barry a People Before Profit TD believes that a protest movement is needed to fight further exploitation.
"It's absolutely scandalous and if it's not illegal already, there should be legislation to be make it illegal.
"It also shows that we need to build a housing protest movement in this country and tog et out onto the streets in huge numbers like we did with the water charges.
"These people are just going to drive their advantage home and exploit these people mercilessly unless there is a push back against this kind of stuff."
He continued to say that the government will be able to solve the housing crisis.
The Irish Independent also reports that individuals looking to rent in the new development in Dublin, must adhere to an income limit.
Would-be tenants will need to prove that their rent will not exceed 40 per cent of their net earnings.
