The Delta Centre regional respite service will provide a scheduled / planned respite service that best meets the needs of people with moderate to profound intellectual disability, ASD, mild Intellectual disability with associated syndrome and or physical or sensory disability from the CH05 area.

Purpose of the Post

The role of the Respite manager / Person in Charge is to operate at a management level, and as such the position holder will be expected to operate with low levels of supervision and in a consultative manner with their line manager when key decisions are being made.

The Respite manager / Person in Charge is leader of a team of Social Care Workers/Nurses, Care Assistant staff and admin support staff.

The Respite manager / Person in Charge will have full responsibility for the day to day running of the respite service and will be the central communicator with all stakeholders including families, multi-disciplinary teams, senior management, service providers and others.

Principal Duties and Responsibilities

  • Respite Service
    • To deliver the respite service in line with existing SECH (Southeast Community Healthcare) agreed respite framework including referral & associated paperwork and Respite Allocation Forum
    • Keep up to date with any changes in legislation including but not limited to the Health Sector, Disability Sector, and Health & Safety
    • To ensure the service complies with all HIQA standards and the Health Act 2007 and any other relevant regulatory bodies.
    • To act as the designated safeguarding officer and report in line with regulatory bodies requirements.
    • Be available for on call situations that may arise from time to time. These times may be outside working hours. Appropriate allowances will be outlined in statement of main terms.
    • Receive all referrals for respite and / create & maintain the waiting list for respite
    • Assess the suitability of the service for all referrals to the service in consultation with the regional respite referral forum and Delta Centre Senior management.
    • Inform families of respite allocations based on agreed prioritisation criteria.
    • To develop a family forum for service users / families to share input & feedback to the respite provider.
    • To ensure that the respite service is delivered in line with the relevant Delta Centre Policies.
    • To ensure that service provision is maximised on an ongoing basis.
    • That quality and safe respite provision is always maintained and delivered in line with identified need.
    • Support and facilitate service developments and initiatives to ensure that the respite service can respond to changing needs of both service users and funders.
  • Finance
    • To manage the overall respite budget for the service.
    • Prepare quarterly reports and to report on same to the Finance and Residential Manager in relation to spend to date, variances etc.
    • To ensure that any staff allocations between the Respite Service and Delta Centre are recharged accordingly.
    • To apply for any funding or grants that might be available for the respite service in consultation with the finance manager.
    • To report and approve all payroll amendments for staff working in the respite service such as Annual Leave, Sick Leave etc in a timely manner.
  • Human Resources
    • To manage the recruitment of all respite service staff
    • To induct all respite staff members and arrange for the delivery of appropriate training for staff as required, including refresher training as part of a continuous professional development programme.
    • To roster staff in line with Delta Centre policies and procedures
    • Provide appropriate supervision and performance management for staff.
    • To manage all statutory leave requirements
    • To ensure all HR policies and procedures are followed.
  • Health and Safety
    • Be aware of Delta Centre’s policies, duties and the employee’s duties under the Safety, Health and Welfare at work Acts.
    • Report all accidents/near misses in line with agreed protocols.

Personal Specification

Qualifications

  • QQI Level 8 (Honours) Degree in Social Care, Nursing or equivalent
  • Recognised management qualification
  • Full clean drivers’ licence

Experience

  • A minimum of 5 years post qualification experience in the delivery of services to people with intellectual disability
  • A minimum of 3 years management/leadership experience within a healthcare setting.

Skills, Knowledge and Competencies

  • Have excellent knowledge of the HIQA Standards and Health Act 2007
  • Excellent communication skills
  • Can listen and respond to the needs of people who use services
  • Can be innovative & creative and work on one's own initiative
  • Excellent knowledge of health and safety standards
