MAIN POINTS
Young People
- SUSI grant will be increased by €200 with changes to who can avail of the scheme.
- €200 fee for post leaving cert (PLC) courses scrapped.
- Half price public transport for those aged 19-23.
- Free contraception for women aged 17-25 from August 2022.
Parents
- Parents benefit to increase by 2 weeks to 7 weeks from July 2022.
- €10 extra for back to school allowance & working family payment.
- Extension of free GP care for children aged 6 and 7
Homeowners
- Help to Buy scheme extended into 2022.
Motorists
- A fill of petrol will rise by €1.28, while a fill of diesel will rise by €1.48.
- Revised VRT system: 1% increase in VRT for bands 9-12, 2% increase for bands 13-15 & 4% increase for bands 16-20.
Employees
- Employees will be able to claim back 30% of vouched expenses for heat, electricity and broadband for working from home.
- PRSI - Reducing the number of contributions for treatment benefits from 260 to 39 weeks.
- The ceiling for the second band of USC will rise to €21,295.
- Minimum wage to increase to €10.50 per hour.
- Highest employee rate of tax increased by €1,500.
- Personal tax credit, employee tax credit and earned income credit increasing by €50.
Carers:
- Thousands more carers in line to receive allowance.
Tobacco
- Excise on a 20 pack of cigarettes to go up by 50c with a pro-rata on other tobacco products.
Social Welfare & Pensions
- Full Christmas bonus to be paid.
- €5 extra a week for working-age welfare payments (includes €5 euro for young jobseekers)
- €5 a week increase in state pension & €3 a week increase to living alone allowance.

13:13: Employment Wage Subsidy Scheme extended in graduated rate until 30th April 2022.
13:17: Reduced VAT rate of 9% for hospitality sector will remain in place until August 2022
